Submission to the Emissions Trading System Review Panel
Abstract
This submission on the Emissions Trading System Review’s major suggestion is that the government buy NZUs ahead to limit the liability of foresters and induce more efficient short-term investments. It also contains Dr. Kerr’s comments on some of the consultation questions posed by the Review Panel in their Issues Statement and Call for Written Submissions.
