Catherine Leining from economic research institute Motu said "restoring a full-unit obligation in the NZ ETS represents an important step forward for incentivising domestic mitigation but future emission prices remain uncertain in the absence of broader decisions on future unit supply".

But she said further government action was needed to restore "a meaningful and stable price on emissions in the NZ ETS to drive low-emission investment decisions".
